Title: Build Browse and Search Interface
Description: Create separate UI modes for browsing and searching cases.

Steps:

  1. Add the Browse tab and Search tab.
  2. Build navigation between modes.
  3. Display category lists for browse mode.

Expected Outcome:
Users can browse cases by category or switch to search.

Browse Mode allows users to explore Supreme Court cases organized by 8 legal categories (Constitutional Law, Criminal Law, Civil Rights, etc.) clicking a category displays all cases in that category.

Search Mode allows users to search for specific cases by entering keywords, case names, or citation numbers in the search input field.

Switching between modes is done via two-tab buttons ("Search" and "Browse") displayed prominently on the home page users simply click the desired tab to switch views instantly.

The Search tab is active by default when users first visit the site, and the Browse tab reveals a "Browse by Category" button that navigates to the full category grid page.
