Background
As part of T406808, we identified that
- Users tend to use Suggestion Mode as a “one-off helper,” not a persistent mode.
- If users feel suggestions are intrusive or too annoying, they would turn them off.
- They see Suggestions as occasional guidance to complete tasks, not as a layer they want to keep visible throughout the entire edit session. They would prefer to address only 1-2 Suggestions they felt capable of completing and then turn Suggestion Mode off to continue editing without distractions.
For this reason, we should not rely on Suggestion Mode being permanently active when editing (ToggleButton on), and work on other possible entry points during the edit process so users can discover suggestions in different steps of the process and not only in one (e.g. after publishing and edit).
