Background

With T370446: tokens: Make planned updates in the Red color palette in Codex colors have changed across the red board, among those the destructive border color.

This change makes the interface arguably inharmonious and negatively impacts readability.

Goal

Improve the interface to ensure readability and professional appearance.
IMHO it makes sense to decouple the token button border color usage from the background color and use transparent border color instead.
While we're here, we should also increase the inner padding slightly to certify for the 99+ use case.

Acceptance criteria for done

• border color is not different to notification background (same as before the Codex change)
• Small padding has been added
