Based on @Jdrewniak comment https://phabricator.wikimedia.org/T409865#11481838:
We agreed that a new task should be created to capture the correct order of items in the user menu. "Saved pages" and "watchlist" should be grouped together. We discussed that "sandbox" should probably be below those two links since it's a lower-priority link.
Currently on beta cluster (with beta feature Reading Lists enabled) Sandbox option placed between Saved pages and Watchlist options.

Although Figma shows Sandbox menu option above Saved pages and Watchlist, that should be corrected:
