Facilitate Volunteer NDA application process for 2025 Toolforge standards committee appointees

Description

The Toolforge standards committee policies state:

Have signed the Wikimedia Foundation's Volunteer NDA before being appointed.

NDA protection is required for the Toolforge standards committee members because in the course of their duties they may have access to unpublished and/or unlicensed source code as well as log files and credentials associated with tools and bots that they did not author.

@bd808 will act as the WMF employee sponsor for those approved nominees who have not yet signed a non-disclosure agreement (NDA) with the Wikimedia Foundation granting them membership in the WMF-NDA Phabricator project. @Lferreira will act as the required WMF manager in the approval process.

Following a period of public nomination and confidential review/vote the following nominees have been approved to form the new committee by the current committee:

The acknowledgment in T366032#9860726 by KFrancis that you have signed a copy of the volunteer NDA is the typically hard bit. With that done and my sponsorship on the Toolforge side things should be covered.
