Backport and test Bird 2.18

Description

Bird 2.18 has been released : https://gitlab.nic.cz/labs/bird/-/raw/master/NEWS

That's the stable version that contains the features we need for routed Ganeti.

It has been added to SID already : https://tracker.debian.org/news/1703929/accepted-bird2-218-1-source-into-unstable/

Next steps are to backport it for our Bookworm and Trixie (not needed on earlier versions) and then test it before deploying it on all the needed hosts (routed Ganeti hypervisors and VMs).

Last, update the doc to remove the custom section on https://wikitech.wikimedia.org/wiki/Ganeti#VMs_BGP

I've built 2.18 for Bookworm and Trixie. For Trixie no systems use Bird on routed Ganeti, so I directly replaced the previous 2.17.2-1+wmf13u1 with 2.18-1~wmf13u1.

The Bookworm package has been rolled out on the two routed Ganeti servers in codfw and we'll next test it in magru.

Once all uses of component/bird-routed-ganeti are updated, we should also look into migrating the Bird installations not using routed Ganeti to also switch to 2.18. When all done, we can simply import 2.18 to the "main" component, which will reduce confusion and potential sources of error quite a bit.

All systems in magru using component/bird-routed-ganeti have been migrated to Bird 2.18. Esams as the other edge site with routed Ganeti will follow later today.

This is resolved, all services were migrated to Bird 2.18 and 2.18 is now the default for bookworm-wikimedia and trixie-wikimedia.
