Migrate open Gitlab issues to phabricator

Description

Research has been using Gitlab issues for some projects, but with T412882 WMF is looking to disable Gitlab issues for all projects. The initial experiment showed that Gitlab issues are useful for external collaborations, but for planning and coordination yet another tool (in addition to phabricator/asana) is not worth it overall.

  • create a new phabricator board "Research-Gitlab" to track code related tasks that are currently captured in gitlab issues
  • migrate all open tasks to the new board, with one column for each project
  • once all Gitlab issues are closed, move forward with T412882

This has been completed, thank you Martin & Isaac.

  • All gitlab issues have been migrated to the relevant column in the research-engineering board
  • The gitlab issues have been closed with a link to the new phabricator tasks, there are no open issues left.
