[enwikiquote] Create the autopatroller and patroller user groups

Three weeks ago, @Saroj_Uprety started a proposal to create a patroller user group, in which the new non-admin user group would mark new pages/existing edits as patrolled, thus reducing the recent changes workload for administrators. Simultaneously, I also discussed about creating an autopatroller user group (in which Saroj agreed), and thus the proposal had no objections so far in the last three weeks.

The patroller user group would have the following user rights:

  • Have one's own edits automatically marked as patrolled (autopatrol)
  • Mark others' edits as patrolled (patrol)

The autopatroller user group would only have the autopatrol user right, in addition to administrators, bots, and patrollers.

@codenamenoreste Just note that the patrolmarks user right is included into the patrol right and there's no need to give it to users with the 'patrol' flag (like sysops and patrollers) :)

Yes, admins can grant and remove these user groups.
