As of the deployment in T413773: Deploy Incident Reporting System to ptwiki, no wiki is using the original workflow and per @Madalina, there is no expected outcome where a reversion or deployment to this workflow will happen. Therefore, it can now be safely deprecated and the v2 workflow should become the default workflow.
