Description

Background

After we've made the necessary improvements to the Activity tab, we want to show it to 100% of users.

Requirements

Check in with PM that we're ready to scale based on the requirements in the Epic
For users that have been assigned no group, or group A, change History to Activity
For users who were assigned group B, and already have access to 'Activity', check that:
- They are only eligible for the onboarding if they haven't opened the activity tab yet (T413896)
- They should only see the notification state on the tab if they haven't opened the activity tab yet (T407679)
