Builtins: Add orchestrator code for Z6908/ Implementation of same Wikidata reference

Description

The definition of Z6908 is already present. The orchestrator code is now needed urgently, as a building block for updating the code for Z6903, so the parent task can be completed.

Desired behavior/Acceptance criteria (returned value, expected error, performance expectations, etc.)

  • The new implementation code correctly compares the enum-instance values of Z6008K3, which can be done by calling sameEnum.
