The URL comes from https://gerrit.wikimedia.org/r/c/wikimedia/portals/+/1226353 and the deploy change is https://gerrit.wikimedia.org/r/c/operations/mediawiki-config/+/1227256 . I have reverted that last change to cancel the update.
The deployment change is restored by https://gerrit.wikimedia.org/r/c/operations/mediawiki-config/+/1227258 . It is trivial enough that any deployer can push it via SpiderPig once the target page has been published.

Somehow the page https://wikimediafoundation.org/wikipedia25/wikipedia-mascot/ had not been published when I have deployed the portals update. I thus went to cancel the deployment and rollback.
Eventually @ATitkov mentioned the link work, the page must have been published in between which I guess was a lack of synchronization between comm and me :-b I have deployed the change again, purged the URLs nd the orange button is now live on https://www.wikipedia.org/
