During the Editing Team's 14 January 2026 meeting about T413279, we decided that, to start, we would make the Convert Reference Edit Suggestion available to everyone who has Suggestion Mode enabled, via the user script.
Read: there is no edit count threshold someone needs to reach for the Convert Reference Suggestion to have the potential to appear for them
This ticket involves the work of revisiting how the Convert Reference Suggestion (and all others) are configured before Suggestion Mode is enabled as a beta feature so that we can avoid the following situation...
- Someone who is relatively inexperienced has the Automatically enable most beta features enabled
- As a result of 1., when we release Suggestion Mode as a beta feature (T399611), people who are not well practiced with/understanding of Wikipedia policies are receiving Edit Suggestions we do not think they are equipped to make decisions about
