Now that the operator is deployed on dse-k8s-codfw, we need to deploy an opensearch cluster running OS3.x to support semantic search.
As per @dcausse "dual DC ultimately yes but our other option was relforge so not totally required", so we shouldn't start with provisioning the codfw cluster.
