Steps to replicate the issue (include links if applicable):
Go to the new pages feed, optimally at a time when many pages are created
What happens?:
Some Pages that were created more than an hour ago but only recently entered the queue don't have the warning banner displayed that warns reviewers about WP:NPPHOUR. This is especially important if the page is at the end of the one hour timer and it appears as though it has already cleared it.
What should have happened instead?:
Presumably the warning banner should be shown as well since this is most of the case applies to redirect turned into articles.
