Description

As WBS team I want to demo Federated Values on a test environment and give any user the possibility to test and feedback functionalities.

Context
After internal conversations it was recommended to not use Patch Demo for public user testing. It is not sustainable and only meant for wmde internal testing. We need a separate Wikibase instance to test with individual users and the wider community.

One Wikibase with Federated Values fully functional (as is)
Wikibase accessible via public domain
WBS team has admin account
Any user can create an editor account
Login required for editing
Host on Hetzner
