In the parent task, we have introduced the new dumps-rsync.wikimedia.org service name for the rsync dump mirroring endpoint, in order to migrate the main dumps.wikimedia.org name to use the CDN. Now we need to contact dump mirror operators to ask them to update the configured hostname in their end.
