Allow registering of surveys via hook in QuickSurveys

Description

Background

Currently a survey can only be registered via MediaWiki config. This is a bit of a pain as it requires coordinating across multiple extensions. I propose the introduction of a hook QuickSurveysEnabled to allow extensions to register their own surveys in their codebase. Initially this will support T414852: Run a survey to understand why existing logged in users might be opting out of Parsoid
