Summary

The UserInfoCard shows a Temporary accounts from all associated IPs data point with a range. This is available for all users. For users with the temporary account IP viewer right, we should show an exact number. This is useful if e.g. an admin is blocking a temp account--seeing an exact number instead of "1-2" informs the admin that they should look at the underlying IP to see if it warrants an IP block.
