In T408235 we added onboarding popups to Special:Watchlist to inform users of the new feature. It will be released in MediaWiki 1.46, so some amount of time after that's been released we should remove the popups.

This task is not scheduled to be done until after the feature has been fully released, sometime after about June 2026 (as mentioned in the description). I think it's appropriate for the onboarding feature to be removed once the feature has existed for some time.
When you say shown the first time, do you mean actually only shown once? As in: as soon as someone loads Special:Watchlist they get shown it, and then their account has it flagged to never be shown again? I think that makes me worry that people would not see it, or worse would see it in passing but click away from it and then never see it again (which is fine, but might make them think they've missed something important).
Yes either showing it once or including a "do not show this again" action. Let's discuss this further closer to the implementation date.
I don't see a reason why the onboarding dialog should be kept, there is no onboarding popup for any other watchlist feature. Even though I like watchlist labels, the feature is definitely not important for first time watchlist users and might even confuse them given that there's no similar explanation for the watchlist's main functionality.
