Now that an OpenAPI description for the MediaWiki REST API is available through Special:RestSandbox, we no longer need the manually-created reference documentation at https://www.mediawiki.org/wiki/API:REST_API/Reference. The goal of this task is to de-duplicate these two sources of documentation and eventually redirect mw:API:REST API/Reference to Special:RestSandbox.

- Evaluate content parity between the two sources
- Investigate preserving translations
