Description

Steps to replicate the issue:

Open Special:BlockList and look at blocked IPs / IP ranges, e.g. https://en.wikipedia.org/w/index.php?title=Special:BlockList&wpTarget=%2325327365

Click on the blocked IP (range)

What happens?:

The link points to Special:Contributions -> https://en.wikipedia.org/wiki/Special:Contributions/2600:8805:3500:2A1:0:0:0:0/64

What should have happened instead?:

Point to Special:IPContributions instead -> https://en.wikipedia.org/wiki/Special:IPContributions/2600:8805:3500:2A1:0:0:0:0/64 which shows current temporary account edits (which are likely responsible for the block – legacy IP edits are no longer relevant on wikis where TA got deployed months ago)

Other information:

The same issue also exists in lots of other places, IP links always point to Special:Contributions, even while using Special:IPContributions (e.g. even in the blocked notice shown on https://en.wikipedia.org/wiki/Special:IPContributions/2600:8805:3500:2A1:0:0:0:0/64 clicking on 2600:8805:3500:2A1:0:0:0:0/64 leads to Special:Contributions)

For users without TAIV access, they will then only see a permission error message, which will confuse new users. Currently they can at least see legacy IP contributions from that IP, and in many wikis there are useful links leading to some external tools about that IP.

I don't think such error messages are really critical. Users without TAIV permissions won't often view lists based on IP addresses. Furthermore, there are various other specialized websites that also display a similar error message if permissions are lacking. And for users with TAIV permissions, directly accessing IPContributions would be a significant simplification at this point.
