Description

When a user with an Apple, Google, Amazon, Venmo or PayPal email changes their email via email preferences, add the new email as a primary of type Home, making the current Paypal etc email secondary.

Remove all the text that tells Paypal donors that they can't update their email and update DR documentation to allow these changes.

Due to the logic update we did from T416052
we hide email edit function before T401006, we can should re-enable the edit function
