[EPIC] WE 3.8.2 Release Reading List as a beta feature to all wikis

Description

Background

Hypothesis text:

If we provide reading lists on web as an opt-in beta feature, as well as opt-in all new user accounts, at least 50% of users will rate the feature as "useful" when surveyed.

This epic is a parent task for all feature development work for rolling out Reading List as a beta feature on web. This work encompasses determining the target audience size (including some portion of the experiment audience), configuring the beta feature on recipient wikis, determining a rollout timeline, creating the beta feature description, developing a survey mechanism for usefulness, and transitioning experimental instrumentation to longterm tracking of feature usage.

Requirements

Acceptance criteria

  • Users in target wikis can see reading list in their beta feature settings and can enable it.
  • Some users from the experiment population (especially those who saved articles to their reading list) can continue accessing their list without interruption
  • Newly created accounts on target wikis automatically have the beta feature enabled, and can begin to save articles as soon as they access an article as a logged in user.
  • Users who save items to the reading list, then disable the beta feature, then re-enable it, are able to see their saved items persist.
  • Instrumentation is transitioned from experimental to longterm tracking on reading list related actions (including clicking on the save icon, clicking on any of the entry points to the saved pages special page, and click tracking on items from the saved pages list)
