PersonalDashboard 'Review changes' edit summaries should be plain text

Description

In T415077 we parsed edit summaries so that wikitext wasn't being displayed, but we wanted to actually remove any resulting formatting when we're displaying the edit summary in PersonalDashboard. If there is a link in the edit summary, we shouldn't make it a clickable link in PersonalDashboard.

Acceptance criteria

  • HTML formatting in edit summaries should be stripped in the Review Changes feed in Special:PersonalDashboard.
