When a user does not have any watchlist labels, we don't show a message like You have no watchlist labels like we do on Source Editor. @TheresNoTime Should we?

I have tested that watchlist labels can be accurately added and removed.

I tested Vector 2022 and Minerva on Firefox and MobileFrontend on iPhone 16 Safari.

I tested briefly in RTL.

I did a bit of accessibility testing, using it with just a keyboard and a screenreader. There appear to be some bugs in VoiceOver on Safari which affect the TagMultiselectWidget more generally, which I am investigating.

I raised some bugs about their interaction with VE's edit recovery feature (T423101).
