Description

In T415883, we have created a special page, which can be used to recover other user's access to 2FA. In the Wikimedia cluster, it will be used by Trust & Safety, and we should mention them in the notification messages as a contact.

Acceptance criteria

oathauth-recover-email-text-site-admin-contact is set to ca@wikimedia.org
oathauth-recover-email-text-please-contact-with-address has Trust & Safety, instead of site administrator
oathauth-notifications-recoverycodes-generated-for-user-contact has Trust & Safety
oathauth-notifications-recoverycodes-generated-for-user-contacturlis set to mailto:ca@wikimedia.org.
