This popover should be full screen and not float the image to be readable. This should adapt to a mobile screen

It looks like there's a plan to improve popovers on mobile: T386144: Popover: create mobile-version in Codex
Perhaps we can just exclude the onboarding for mobile for now. Would that be okay? The 'manage labels' tab will still be there, for the inquisitive, and it has a help link.

I've been experimenting with making the popover full width as it is in the designs, and it's not simple to make it reliable.
But how about we not show the image? That makes it much more readable I think, e.g.:

I see the popup design is responsive to width of viewport, switching over at about 640px.
I notice that in the narrow design the "Next" and "Previous" buttons are the other way around. I don't know if this is deliberate.

The popup can extend beyond the viewport, if you scroll the "Edit watchlist" tab to the left. Perhaps there is not a better alternative.
