Description

Right now watchlist labels work on the wikipedias (and Commons etc), but to make them available to the apps we need to add/modify some api endpoints

adding a label while watching is covered by T416291: Update action=watch API to accept label IDs already
add CRUD endpoints for the labels themselves
add rclabels to the RecentChanges api
