LoginNotify is a lightweight extension, Echo is a heavyweight one. Requiring Echo complicates the administration and development of LoginNotify, and reduces its usefulness for non-Wikimedia wikis.

Now that we have notifications in core, LoginNotify should use those and make Echo optional.
