Steps to replicate the issue (include links if applicable):

• Go to https://www.wikibase.cloud/wikis/create
• Fill out the form and click "CREATE WIKI"

What happens?:

• The server returns 503 (Service Unavailable)
• The form returns to the front with all fields in red and comments "Creation failed!"

What should have happened instead?:

• A wiki should be created, or a specific error message returned

Other information (browser name/version, screenshots, etc.):

• The error has persisted throughout the weekend
• I have not created any previous wikis (ie, the error is not due to quota)
• Others have been able to reproduce the error (wikibase telegram channel)
• No issues are detected by https://wmde.github.io/wikibase-cloud-status/
