We have completed T396063: Eqiad: row C/D switch refresh, however due to some bugs encountered during the migration process we did not complete some of the logical networking changes that were originally planned to occur prior/during the server migrations from old to new switches.

Specifically the core routers in eqiad are still acting as the IP gateway for the legacy row-wide vlans in those rows:

Creating this task to track the remaining steps to complete this work, and separate those tasks from the main parent task about the switch refresh.
