At least the "button"-triggered version of the new Minerva TOC experiment is not accessible to navigation by keyboard or accessibility tool; it's difficult/impossible to find and activate the button through the regular tab order easily, and activating it by mouse doesn't seem to set the focus inside the TOC.

(Tested briefly in Chrome with mobile simulation mode, we should do more thorough checks with both Chrome and Safari and check both treatment modes.)
