As an editor who wants to quickly add/remove labels a page I am currently on without having to modify its watch status, I would like a page action (under the "Page" dropdown) which opens a modal with the current labels the page has (if any) and options to add/remove.

Options are:

• modify labels for a page you unwatch and then rewatch and you have to reselect them
• a second modal popup as an alternative solution
• is there another option @JSengupta-WMF?
