Regarding the "Eventlogging" task, this fiscal year I'm going to look at doing this within fundraising banner code using the Test Kitchen functionality. Since we have such a variety of fundraising-specific events we might want to track they would need custom code in banners anyway.

It might still make sense to have something baked into Centralnotice as a wrapper and/or to handle events like Close which happen on community banners. But I would say it's less of a priority.
