Background

The editing team is working on an API in T379444: Update Vector 2022 to support disabling right rail for certain editor workflows to support disabling menus in the right.

User story

As a developer I want to be able to make use of the right side of the screen for features I am building

Requirements

Review the APIs being proposed by the editing team. Consider what support the reader experience team will need to ensure it works as expected (e.g. tests and how it impacts future changes). Provide feedback to editing team (and +1 / +2) to unblock them
