Description

What is the problem?

I have not been able to get IPInfo to load without error on Special:IPContributions.

Error:

IP information for this address cannot be retrieved since no contributions have been made from it.

But, I can see that contributions have been made from this IP.

Steps to reproduce problem

Example: https://test.wikipedia.org/wiki/Special:IPContributions/84.247.40.229
