As a user, i want to add a statement without first scrolling all the way down on my phone
Solution: Floating (+) button that appears after the user scrolled past the end of the first statement. Once the user clicks the button, the button is replaced by an "add statement" button that can be closed again. This is to make the feature clear to the user immediatly and also so that users that tap the button by accident dont jump in immediately to a new screen.

- The floating button follows the figma design
- the floating button appears when the user scrolls down past the first statement, and disappears when the user scrolls up the same point
- when clicked, the floating button changes to a "add statement "button following the[[ https://www.figma.com/design/9RwXYJxIYnuglDCwfBWi9H/MEX-Milestone-4---5?node-id=1374-11345&m=dev | figma design ]]
- when the user clicks the X on the add statement button, the button changes back to the floating button
- when the user clicks the add statement button, the "add statement" modal appears
- the solution to keeping users from adding duplicate statements is on ticket https://phabricator.wikimedia.org/T424009
- when the add statement button appears on screen, the floating button no longer does
- if the user clicks back, they should go back to the same location they clicked the button
