Remove uselang parameter from Share Feedback URL

Description

In our Share Feedback link on the Personal Dashboard, when no survey link is configured and we're displaying a mediawiki.org URL, we're passing the parameter uselang, which is tied to the request context of the wiki in which a user is viewing the dashboard. This could be confusing if the user has their mediawiki.org set to another language as we'd be overriding it.

We want to remove this parameter and default the link to whatever language the user has set for mediawiki.org.

Acceptance Criteria:

  • no uselang parameter added to the default Share Feedback link
  • mediawiki.org page should default to the language a user has set on meta wiki
