Then make sure {contact.address_primary.country_id.iso_code} works as expected.

It turns out we have two problems here:

Even with Barb example data (and with billing changed to primary in the example data), the country isn't being filled in preview ({contact.address_primary.country_id:label} does not render).
{contact.address_primary.country_id.iso_code} doesn't work, in preview or actual use.
