Somewhat related to this task: when the user goes to select an outline, those that have the "wikidata" or "crosswiki" notability tags will invariably lead to a dead end on the next step because the subject was not found from wikidata. Do we want to exclude them from the list or do some special treatment?
in my view we can stop showing such outlines and only show the ones which certainly leads users to Add source step
If I understand the use case correctly, I think that would be addressed by the "Notability risk warning" step (T415485). The user can select a topic or type of article that has additional requirements such as "wikidata" or "crosswiki" and reaches the "Notability risk warning" step where the restriction is explained and alternatives are provided.
I think the above behaviour is preferred than hiding some options which can give the impression of the system being broken (e.g., users requesting a type of article already supported because they don't see it).
