Most Special Pages have translated names in German. AFAIK this cannot be done via Translatewiki.
I suggest that Special:ListGrants should be translated into Spezial:Berechtigungen (which is already the page title, but not the page name)

This should be under $specialPageAliases in /languages/messages/MessagesDe.php in MediaWiki core. You are very welcome to use a Developer Account to submit proposed changes as a Git branch directly into Gerrit. If you don't want to set up Git/Gerrit, you can also use the Gerrit Patch Uploader.
