Background

We want to make the first experience of app users as smooth as possible. Now that the app has had Tabs for a while, the onboarding tooltips are no longer necessary and add extra friction to the article.

Requirements

Remove the 2 tabs tooltips from the app: https://phabricator.wikimedia.org/T392397
Keep the W tooltip
