Summary

In T418226: Suggested Investigations: Improve the default view of the SI table we are updating the default view to exclude cases where all accounts have no edits. When an account in one of these cases makes an edit, the case will be visible via the default filters, but will be farther down the queue and unlikely to be noticed by visitors to Special:SuggestedInvestigations. We should instead make this action bump the case to the top of the queue by updating its "case updated" timestamp, since it is now more easily actionable.

Acceptance criteria

• The case updated timestamp is updated whenever an account in a case goes from 0 to 1 edits
