Suggested Investigations: Show a link to the filtered view of cases for a user from Special:Contributions tool links

Description

Would be enormously helpful if a link could be added to user contribution pages that searches Special:SuggestedInvestigations for any cases that match the username.

The bar at the top of the page would be a very handy location. This has div id mw-content-subtitle and is shown in the screenshot below.

Thanks. Would you want the link to display only when the user appears in at least one Suggested Investigations case or to render always? I'm thinking the former may be better as those links are already quite long

We should only render conditionally IMO, so that the user knows they'll find something when clicking on it. (That's assuming that we only render it for users with the right to view Special:SuggestedInvestigations)

Given this task does not mention any private information about CheckUser-SuggestedInvestigations and any code changes would be to public code, I think we can make this public. cc @sbassett

Re Dreamy Jazz -- rendering only when the user appears in an SI would be ideal.

Seems to have been done in rECHUc179533bacab: Add a toollink to Special:Contributions to see SI cases for a user unless I'm understanding something.
