I believe this is due to the strange way in which we need to accommodate language for the admin zones/monuments - not all admin levels are available in all languages available for BE.

This all depends on language - if uselang has been provided, it will be used. Otherwise, country's default language will be. We can't return admin levels in all languages because it will be a mess.

Change the default language for Belgium to Dutch. That data is much more complete than French.
