adm1 would be the oblast (which is the iso_3166 level you mentioned). adm2 would the rayon, I'd suggest putting both in the header template and pull them onto the database. As far as I can see most of the lists are on a rayon level so this would be helpful, oblast is far to large. I will do it for some lists at uk.wp as example so we have data, then fix the scripts. If it works, they can add the missing information in the list.
