Steps to replicate the issue

  1. a user get blocked
  2. this user's mentor quits
  3. a new mentor gets assigned to the blocked users

A question on a status of a blocked user: Does it matter what kind of block a blocked user gets? Temporary/indefinite or sitewide/partial?

Summary of testing:
The beta cluster still doesn't update mentor/mentee association when a mentor quits, e.g. - the user ET23 is blocked (temporarily, for two hours)

Testing the above scenario on testwiki wmf.24 (pinging @Urbanecm_WMF):
