A question on a status of a blocked user: Does it matter what kind of block a blocked user gets? Temporary/indefinite or sitewide/partial?

Summary of testing:
The beta cluster still doesn't update mentor/mentee association when a mentor quits, e.g. - the user ET23 is blocked (temporarily, for two hours)

• mentor ET10quits; the following testing was done after several weeks the mentor quit.
  • ET23 still sees ET10 on their on Special:Homepage
  • mentor ET10 doesn't have Special:MentorDashboard
  • mentor ET10 is not listed as a mentor on Special:ManageMentors
  • mentor ET10 is still listed on https://en.wikipedia.beta.wmcloud.org/w/api.php?action=query&format=xml&list=growthmentormentee&gemmmentor=ET10

Testing the above scenario on testwiki wmf.24 (pinging @Urbanecm_WMF):

• Testvinca01apr user is blocked for 2 hours
• Testvinca01apr's mentor - Vincatest6 quits - and everything shows correctly that the mentor has quit the mentorship (including empty https://test.wikipedia.org/w/api.php?action=query&format=xml&list=growthmentormentee&gemmmentor=Vincatest6)
• Testvinca01apr gets a new mentor while still being blocked.
