Oops, indeed it was.

Looks like a regression in the fix for bug 36669:

I see style definitions for .mw-help-field-hint in styles/common/shared.css, however the installer no longer includes that since commit 6540260001a0ec3b506a9ad4916712b4fe07b6bb (for bug 36669).
