I've tried "Everything", "Wikimedia SRE", and "Puppet". also tried searching for shell usernames that are in that file.

AIUI this has the same/a similar root-cause to T241033: Codesearch is not searching some files that it thinks are "probably not text" (incl. package-lock.json, modules/admin/data/data.yaml) -- Codesearch thinks that the file is 'probably not text':

Trigram ratio too high (0.24), probably not text

I'm inclined to merge this task over there (& maybe generalise that task's title a bit) if there are no objections :)

+1 on merging tasks and renaming them slightly to reflect this
